Legislative Advocacy

For a decade, the Greater Houston LGBTQ+ Chamber of Commerce has been a leading economic voice for our LGBTQ+ and allied ecosystem — businesses, nonprofit organizations, and professionals across the region driving growth and opportunity across Greater Houston.
We advocate at all levels of government to ensure our region and state are places where LGBTQ+ and allied-owned businesses, inclusive organizations, and our community, have equal access to opportunity and prosperity.
From City Hall to the Texas Capitol and the nation’s capital, our work strengthens the economy and protects inclusive business environments where all can thrive — because inclusive economies are stronger economies.
Grounded in member input, data, coalition partnerships, and long-term relationships, our advocacy advances our mission: building an economy where everyone belongs.

Advocacy at the State & Federal Level
Advocacy in Austin
Our legislative priorities are shaped by member input and community needs.
The Chamber participates in a statewide coalition of the four Texas LGBTQ+ Chambers of Commerce to advance a shared agenda each Texas Legislative Session.
During the legislative session, members participate in Day at the Capitol, where we:
- Meet directly with state legislators and their staff
- Share the economic impact of LGBTQ+ and allied businesses and organizations
- Advocate for policies that foster inclusive economic growth
- Advance conversations on workforce development, policies and other issues that impact our member and the LGBTQ+ community
- Elevate the policy priorities of our members and the LGBTQ+ community
- Strengthen relationships with legislative offices
Through this work, we ensure lawmakers understand the economic contributions and policy priorities of LGBTQ+ and allied stakeholders across Texas — and that policies supporting inclusion are policies that fuel economic growth.
Advocacy in Washington, D.C.
Each year, Chamber leadership travels to Washington, D.C. to meet with members of the Houston Congressional Delegation, federal agencies, and national partners.
We advocate for policies that support LGBTQ+ and allied entrepreneurs, the LGBTQ+ community, and strengthen our LGBTQ+ economic ecosystem and promote an inclusive economy.
Our presence in Washington reinforces that LGBTQ+ and allied businesses and organizations are vital contributors to both the regional and national economy — and must be represented where decisions are made.
Local Civic Engagement & Public Leadership
Advocacy extends beyond legislation. It is built through visibility, relationships, and leadership.
Throughout the year, the Chamber creates opportunities for civic dialogue and relationship-building — ensuring our ecosystem remains visible and engaged locally.
This includes visits with elected officials to LGBTQ+- and allied-owned businesses, roundtables with civic leaders, and engagement with key government agencies and departments.
Chamber Day at City Hall
Launching in 2026, Chamber Day at City Hall will bring members directly into Houston’s municipal government.
As part of the Chamber Day at City Hall, we:
- Meet with the Mayor, City Council Members, and department leaders
- Learn about local economic development priorities
- Engage in conversations about business climate, public safety, and workforce issues
- Build direct relationships with policymakers shaping Houston’s future
Held every other year outside Texas Legislative Session years, this initiative reinforces the Chamber’s role as a respected economic stakeholder.
Elected Officials Reception
Each year, the Chamber hosts an Elected Officials Reception, convening local, county, state, and federal leaders alongside members and Impact Partners.
This signature convening:
- Strengthens relationships between the business community and policymakers
- Provides a nonpartisan space for dialogue
- Elevates economic priorities of LGBTQ+ and allied stakeholders
- Demonstrates the Chamber’s growing regional influence
Mayoral & Candidate Forums
The Chamber hosts and partners on Mayoral and Candidate Forums to ensure LGBTQ+ and allied businesses, organizations, and professionals have direct access to those seeking public office.
These forums:
- Provide candidates an opportunity to share their vision
- Allow members to ask questions on business climate, workforce development, public safety, and community priorities
- Increase civic participation across our ecosystem
By convening these conversations, we ensure economic equity and inclusion remain central in local elections.
Chamber Salon Dinners
The Chamber hosts curated Salon Dinners — small, invitation-only gatherings that bring together elected officials, civic leaders, and Chamber members for candid, solution-focused dialogue.
These gatherings:
- Create space for meaningful policy conversations
- Strengthen trust and long-term relationships
- Allow leaders to share real-time challenges
- Foster collaboration around economic inclusion and regional growth
Advocacy is sustained through relationships — not just legislation.
Leadership Pipeline & Representation
Increasing LGBTQ+ Representation on Boards & Commissions
Representation matters — especially where decisions are made.
The Chamber is actively working to increase LGBTQ+ and allied representation on City of Houston and Harris County Boards & Commissions. These appointed bodies influence economic development, housing, procurement, infrastructure, public health, workforce initiatives, and community investment.
Serving on a board or commission is one of the most direct ways to contribute to civic leadership and ensure inclusive perspectives in public decision-making.
The Chamber’s Initiative
To expand representation, the Chamber:
- Educates members about available opportunities
- Shares application timelines and appointment processes
- Encourages qualified leaders to apply
- Connects interested professionals with appointing authorities
- Provides guidance throughout the application process
- Elevates public service and civic leadership within our ecosystem
By strengthening this leadership pipeline, we ensure our ecosystem is not only advocating from the outside — but leading within the systems that shape public policy.

Civic Participation
Get OUT the VOTE Campaign
Civic participation is economic participation.
The Chamber’s Get OUT the VOTE (GOTV) Campaign is a nonpartisan initiative to increase civic engagement and voter participation across our LGBTQ+ and allied economic ecosystem.
Through this campaign, we ensure businesses, nonprofits, professionals, and the LGBTQ+ and allied community have trusted resources to participate in local, state, and national elections.
Our efforts include:
- Sharing key election dates and voter information
- Promoting voter registration resources
- Providing Voters Guides through the League of Women Voters of Houston
- Encouraging early and Election Day participation
- Providing reminders through email, social media, and events
- Highlighting civic engagement opportunities
Nonpartisan Commitment
The Chamber does not endorse candidates through this initiative. We provide equal access to information, create space for civic dialogue, and encourage informed participation across the political spectrum.
Our goal is simple: strengthen democracy by increasing engagement across our economic ecosystem — because participation drives progress.
We partner with the League of Women Voters of Houston to provide trusted, nonpartisan voter resources each election cycle.

Data-Driven Advocacy: Houston Area L.O.V.E. Survey
For the first time in our region’s history, the Houston Area L.O.V.E. Survey launched in February 2026, will provide comprehensive data about the experiences, priorities, and needs of LGBTQ+ residents across Greater Houston.
Recognizing the absence of community-wide data, the Chamber initiated conversations with the Kinder Institute for Urban Research at Rice University to explore the creation of a comprehensive regional survey focused on the LGBTQ+ community.
Developed in partnership with the Kinder Institute for Urban Research at Rice University and the Montrose Center, the survey will strengthen our ability advocate with data — not assumptions.
This data:
- Informs our legislative priorities
- Elevates community-informed policy conversations
- Strengthens our credibility with policymakers
- Ensures lived experiences are reflected in economic and civic decisions
As we mark a decade of impact, the Houston Area L.O.V.E. Survey represents the next evolution of our advocacy — ensuring our work is not only visible and engaged, but measurable, strategic, and data-driven.
Why It Matters
Public policy shapes the business environment, the well-being of the LGBTQ+ community, and our economy.
Business, nonprofit, professional, and civic voices — all part of our LGBTQ+ and allied economic ecosystem — help shape public policy.
A thriving region depends on an engaged ecosystem influencing the policies that guide growth and opportunity.
For a decade, the Chamber has ensured that LGBTQ+ and allied businesses, organizations, and professionals are not only part of the economic conversation — but fully engaged in the civic process that shapes it. That engagement has made us stronger. Bolder. Unstoppable. Together.
From City Hall to Austin to Washington, D.C., and at the ballot box, we remain committed to building an economy where everyone belongs.
